EVIHDAF was commissioned by PMI Measure Malaria to conduct a Malaria Surveillance System Evaluation (MSE) in the Democratic Republic of Congo (DRC). The overall objective was to assess the performance of the malaria surveillance, monitoring and evaluation (M&E) system in relation to the targets set for malaria elimination and their alignment with the new World Health Organization (WHO) guidelines.
The evaluation took place in the four provinces of Haut Katanga, Kasai Oriental, Lomami, and South Kivu. It adopted a mixed method including: a) qualitative interviews in four target provinces; b) quantitative surveys of the central zone offices (BCZ) and of the health facilities and their attached Community Health Workers (CHWs); and c) a quality audit of the surveillance data (consultation registers, monthly activity reports (RMA), DHIS2) of health facilities.
The results of this assessment will provide a clear understanding of the main strengths and weaknesses of the current surveillance system in the country, prioritizing the most critical gaps for short-term action. They will enable the National Malaria Control Program (NMCP) to more easily monitor progress in malaria control and make data-driven decisions to prioritize interventions and allocate resources more effectively.
